What is the difference between rebottled, reconditioned, rinsed, and used totes?

Can I use a used IBC tote for drinking water or food?
Drinking water needs a new or rebottled bottle with NSF/ANSI 61-rated components; food-grade history and a reconditioner's cleaning do not make a used bottle potable.
